To all to whom these Presents shall come, or whom the same may in any way concern, We, Max, King of Æfira and of Our other Realms and Territories, send Greeting!

Know ye that We of Our special grace do by these Presents confer upon Our most loyal Subject and trusty Counsellor Zeno Le Héricy the title, office, position, duties, privileges and responsibilities of Commander of the Royal Corps of Engineers.
