Slave Trade Act 2020

An Act to make provision for preventing and suppressing the slave trade and trafficking in persons; and for related purposes.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords and Commons in Parliament assembled, and by the authority of the same, as follows:
1. Slavery and slave trade illegal
It is hereby declared that, by the common law of Æfira, slavery and the slave trade are illegal, and no person may be held as a slave or chattel.2. Offense of slave-holding
A person is guilty of a felony if he or she recruits, transports, holds, harbors or receives any person, by means of duress, coercion or fraud, for the purpose of slavery.3. Associated offenses
A person is guilty of a felony if he or she—(a) knowingly aids, abets or facilitates the commission of an offense under section 2;
(b) gives any payment or other benefit for the purpose of causing or inducing another person to commit an offense under section 2; or
(c) knowingly permits any premises or vessel belonging to him or her to be used for the commission of an offense under section 2.
4. Power of entry
If an authorized officer reasonably believes that any premises or vessel are being used for the commission of an offense under section 2, he or she may—(a) enter and search the premises, or board and search the vessel; and
(b) set at liberty any person unlawfully held there.
5. Seizure and forfeiture of vehicles and vessels
(1) An authorized officer may seize any vehicle or vessel which he or she reasonably believes is being used for the commission of an offense under section 2.
(2) Upon a person’s conviction for an offense under section 3(c) in respect of a vehicle or vessel, the vehicle or vessel is forfeited to His Majesty.
6. Application of Act
This Act applies to anything done within Æfira or in international waters, or done by an Æfiran citizen elsewhere.7. Interpretation
In this Act,—“authorized officer” means—
(a) within Æfira, a constable; and
(b) in international or Æfiran territorial waters, an officer of the Royal Navy;
“coercion” includes—
(a) the abuse of a position of power or of the vulnerability of another person; and
(b) the giving or promise of any payment or other benefit to procure another person’s consent;
“duress” means the use or threat of unlawful force against any person;
“premises” includes any land, building or vehicle; and
“slavery” includes forced labor or servitude and other like forms of exploitation, and the treatment of a person as a chattel or commercial object.
