An Act to revise and reform the statute law by the repeal and amendment of certain enactments.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords and Commons in Parliament assembled, and by the authority of the same, as follows:
1. Repeals
(1) The Acts referred to in Schedule A are repealed to the extent specified in column 3 of that Schedule.
(2) All Acts enacted before 1 October 2007 and not enrolled, so far as they may remain in force, are repealed.
2. General amendments
In the sections of Acts referred to in Schedule B, for the words given in column 4 of that Schedule there are substituted the words given in column 5.3. Amendment of Royal Prerogative Act 2007
For section 1 of the Royal Prerogative Act 2007 there are substituted the following sections:1. His Majesty’s Royal prerogative shall include the powers—(a) to appoint and revoke the appointment of the Great Officers of State and other ministers and officers of the Crown;(b) to summon, open, prorogue and dissolve Parliament;(c) to grant or decline to grant the Royal Assent to bills approved by the Houses of Parliament;(e) to grant clemency and pardon, except in cases of impeachment;(f) to confer Æfiran citizenship on foreigners;(g) to create and grant peerages of the Realm, and to create, grant and revoke the grant of other dignities and honors;(h) to confer diplomatic recognition on foreign States and the governments of the same;(i) to accredit and receive ambassadors and envoys to and from foreign States;(j) to negotiate and (subject to ratification) conclude treaties with foreign States and international organizations;(l) to regulate and direct His Majesty’s civil service and diplomatic service, and to engage persons therein;(m) to regulate and direct His Majesty’s armed forces, and to engage persons and commission officers therein;(n) to establish and constitute corporations;(p) to appoint and revoke the appointment of barristers and solicitors, and to regulate rights of audience in the courts of law;(s) to appoint Royal commissions to inquire into such matters as His Majesty may direct;(t) to regulate the titles, styles and precedence of Æfiran citizens and others; and(u) to publish all Acts of Parliament, letters patent, Orders in Council and other legislative instruments.1A. Notwithstanding any rule of the common law to the contrary, His Majesty shall have no power—(a) to require foreigners to depart, or not to enter, the Realm;(b) to ratify or accede to treaties with foreign States and international organizations; or(c) to declare war or peace with foreign States.1B. His Majesty shall not be subject to indictment or impeachment, but shall be subject to civil action or suit.
4. Amendment of Æfira Act 2007
For section 2 of the Æfira Act 2007 there is substituted the following section:2. His Majesty’s Royal style and titles shall be such as He may, by letters patent under the Great Seal of the Realm, from time to time appoint.
5. Amendment of Currency Act 2008
(1) For section 1 of the Currency Act 2008 there is substituted the following section:
1. The primary unit of currency of the Kingdom of Æfira shall be the æan, and the secondary unit of currency shall be the penny and shall be equal to one hundredth part of an æan.
(2) For section 4 of that Act there are substituted the following sections:
4.(1) His Majesty may by Order in Council direct the Lord High Treasurer to issue coins in the currency of the Kingdom of Æfira, and may determine the denominations, compositions, weights, dimensions and designs thereof.(2) His Majesty may by Order in Council direct the Lord High Treasurer to issue Treasury notes in the currency of the Kingdom of Æfira, and may determine the denominations, designs and other characteristics thereof.4A. Coins and Treasury notes issued under this Act shall be legal tender in payment of all debts.
6. Amendment of Church of Æfira Act 2008
(1) For sections 4 through 7 of the Church of Æfira Act 2008 there are substituted the following sections:
4. The courts of the Church of Æfira shall cease to exercise any temporal or coercive jurisdiction; and the ecclesiastical law of the Church shall cease to be of force and effect in law; but the ecclesiastical law, doctrines, rites, worship and discipline of the Church shall remain binding upon its members for the time being as if by contract and mutual agreement.5. This Act does not affect the existence of any ecclesiastical corporation, nor the ownership or status of any property vested in the same.6. The Archbishops and Bishops of the Church of Æfira for the time being shall constitute a body corporate by the name of the Episcopal Council of the Church of Æfira; and all powers, duties and functions heretofore vested in His Majesty as Supreme Governor of the Church shall be vested in the Episcopal Council; and if at any time the Archbishops and Bishops number fewer than three, His Majesty shall, by letters patent under His Sign Manual, appoint sufficient Archbishops and Bishops so that they may number three.7. The Episcopal Council shall have full power and authority to promulgate rules, ordinances and canons for the governance of the Church of Æfira, and to amend the constitution and the ecclesiastical law, doctrines, rites, worship and discipline of the Church; and this power shall extend to the amendment of the constitution of the Episcopal Council, the delegation or transferral of its powers, duties and functions under section 6 of this Act, the alteration or revocation of the functions conferred on His Majesty by that section, and the dissolution of the Episcopal Council.
(2) This section has effect from 25 February 2008.
7. Omission of words in certain Acts
The word “That” (along with any mark of punctuation immediately following it) at the beginning of every section of every Act enacted on or before 5 May 2008, except the Criminal Offenses Act 2008, is omitted, and the following word is capitalized.8. Numbering of sections
The sections (including sections subsequently repealed) of every Act enacted on or before 30 May 2008, except the Criminal Offenses Act 2008, are numbered sequentially, and those numbers form a part of the Acts.9. Citation of Constitution Acts
(1) The Constitution Act may be cited as the Constitution Act 2008.
(2) That Act and every Act expressly amending the Constitution may be cited together as the Constitution Acts.
10. Effect of repeal
The repeal by this or any other Act of an Act or provision thereof which repealed another Act or provision thereof does not revive the last-mentioned Act or provision.11. Short title
This Act may be cited as the Statute Law Revision Act 2013.Schedule A
