An Act to amend the Constitution to provide for the election of Members of Parliament by the single transferable vote system.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords and Commons in Parliament assembled, and by the authority of the same, two-thirds of the said Lords and Commons concurring therein, as follows:
1. The Constitution of the Kingdom of Æfira is hereby amended by substituting for the phrase “direct democracy” in section 4 of chapter I the phrase “representative democracy”.
2. The Constitution of the Kingdom of Æfira is hereby amended by substituting for the text of section 8 of chapter II the text following:
The House of Commons shall be composed of members elected by the citizens of the Kingdom of Æfira, being neither the Sovereign nor members of the House of Lords, by means of the single transferable vote system.
3. The Constitution of the Kingdom of Æfira is hereby amended by substituting for the text of section 3 of chapter V the text following:
Every citizen of the Kingdom of Æfira has the right to participate in the governance of the Kingdom, either directly or through his or her elected representatives.
4. The Constitution of the Kingdom of Æfira is hereby amended by substituting for the phrase “to sit and vote in the Parliament” in section 11 of chapter V the phrase “to participate in the governance of the Kingdom”.
5. This Act may be cited as the Constitution (Third Amendment) Act 2009.
