Constitution (Second Amendment) Act 2009

An Act to amend the Constitution to alter the manner of determining Questions in the Houses of Parliament.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords and Commons in Parliament assembled, and by the authority of the same, two-thirds of the said Lords and Commons concurring therein, as follows:

1.  The Constitution of the Kingdom of Æfira is hereby amended by substituting for the text of section 7 of chapter II the text following:
Questions arising in the House of Lords shall be determined by a majority of votes, and each member, including the Lord Speaker, shall have one vote.
2.  The Constitution of the Kingdom of Æfira is hereby amended by substituting for the text of section 10 of chapter II the text following:
Questions arising in the House of Commons shall be determined by a majority of votes, and each member, including the Speaker or Deputy Speaker, shall have one vote.
3.  The Constitution of the Kingdom of Æfira is hereby amended by inserting after the phrase “all the members of each House” in section 3 of chapter II, and the phrases “all the members of each House of the Parliament” and “all the members of each House” in section 7 of chapter IV, the phrase “excepting those present and declining to vote”.
4.  This Act may be cited as the Constitution (Second Amendment) Act 2009.
