An Act to Clarify the Powers and Immunities of His Majesty.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal and Spiritual in Parliament assembled, and by the authority of the same, as follows:
1. His Majesty’s Royal prerogative shall include the powers—
(a) to appoint and revoke the appointment of the Great Officers of State and other ministers and officers of the Crown;
(b) to summon, open, prorogue and dissolve Parliament;
(c) to grant or decline to grant the Royal Assent to bills approved by the Houses of Parliament;
(e) to grant clemency and pardon, except in cases of impeachment;
(f) to confer Æfiran citizenship on foreigners;
(g) to create and grant peerages of the Realm, and to create, grant and revoke the grant of other dignities and honors;
(h) to confer diplomatic recognition on foreign States and the governments of the same;
(i) to accredit and receive ambassadors and envoys to and from foreign States;
(j) to negotiate and (subject to ratification) conclude treaties with foreign States and international organizations;
(l) to regulate and direct His Majesty’s civil service and diplomatic service, and to engage persons therein;
(m) to regulate and direct His Majesty’s armed forces, and to engage persons and commission officers therein;
(n) to establish and constitute corporations;
(p) to appoint and revoke the appointment of barristers and solicitors, and to regulate rights of audience in the courts of law;
(s) to appoint Royal commissions to inquire into such matters as His Majesty may direct;
(t) to regulate the titles, styles and precedence of Æfiran citizens and others; and
(u) to publish all Acts of Parliament, letters patent, Orders in Council and other legislative instruments.
1A. Notwithstanding any rule of the common law to the contrary, His Majesty shall have no power—
(a) to require foreigners to depart, or not to enter, the Realm;
(b) to ratify or accede to treaties with foreign States and international organizations; or
(c) to declare war or peace with foreign States.
1B. His Majesty shall not be subject to indictment or impeachment, but shall be subject to civil action or suit.
2. This Act may be cited as the Royal Prerogative Act 2007.
